The homes we work in run from 1960s brick builds through to recent townhouses, so the job changes with the era. Toilets share their plumbing with the basins and outdoor taps on our tap and toilet plumbing list.

Toilet Suite Types Compared

Close-coupled, back-to-wall and wall-hung are the three builds you will meet, named for how the cistern and bowl join up.

  1. Close-coupled

the cistern bolts down onto the top of the bowl as one joined unit. Most common in Australian homes.

  2. Back-to-wall

the bowl presses flat to the wall with the pipework concealed behind it, and the cistern sits separately above.

  3. Wall-hung

the bowl hangs off a carrier frame set inside the wall, generally teamed with a cistern tucked behind a flush plate.

Swapping a cistern by itself works only where the fresh unit lines up with the old bolt holes and pipe stubs. Miss either of those and the full suite has to go.

S-Trap and P-Trap Pans Compared

Set-out means the fixed position of the pan's waste outlet, recorded in the floor or the wall, and a replacement pan couples straight to the drain when its outlet lands on that mark.

Two outlet shapes decide the choice:

  1. S-trap

the waste drops into the floor. Most homes here have this, and the trap bend inside the porcelain holds the water seal.

  2. P-trap

the waste exits horizontally through the wall. These usually suit newer builds and slab extensions.

A mismatch means we rework the branch drain or steer you to a pan whose outlet already fits. We measure before you order, because a guess here is how brand-new pans end up returned.

Flush Volumes and Star Ratings for New Toilets

A dual flush cistern offers two volumes: a short half flush and a long full flush. Before any new toilet goes in legally, it needs certification under WaterMark plus registration with the Water Efficiency Labelling and Standards scheme (WELS), with both marks shown on the product.

The rules worth knowing:

  1. New dwellings

Business Queensland requires a dual flush pan rated at 4 stars or higher for a fresh house, townhouse or sole-occupancy unit. The minimum skips renovations.

  2. Rentals

tenancy law lets the owner bill a tenant for full water use only when the loo is dual flush. The limits are 6.5 litres or under on full, 3.5 or under on half, and a 4-litre average worked out over five flushes: one full and four half.

The label on the box shows the stars and both volumes, so read it before you buy. A modern 4-star model uses far less per flush than the single-lever cisterns common in the suburb's pre-1980 housing.

Who May Install a Toilet in Queensland

Toilet work is licensed work, and only a QBCC licensee may carry it out. A fresh or relocated loo in a standing home counts as notifiable work: council approval is not required, and we report the finished job to the QBCC on a Form 4 inside 10 business days.

Our licence, QBCC No: 15024607, covers the work in every category below.

  1. Straight swap

replacing an existing toilet that stays put is minor work. A licensee still does it, with no paperwork to lodge.

  2. Drain rework

cutting the branch drain to suit a different set-out is notifiable work in its own right.

  3. Permit work

where a building sits on a combined drain or a dual reticulated water supply, adding a fixture needs a council permit first.

  4. Owner jobs

three cistern parts sit outside the rules. An owner may renew a washer in the float valve, a washer in the drop valve, or the rubber suction cup, all to standard.

The QBCC checks Form 4 lodgement regularly, and leaving one out is an offence. If you cannot place your job, the QBCC questionnaire on notifiable work gives the answer.

What Changes the Price of a New Toilet Job

The suite you pick, the outlet match and any drain rework set the price, and your fixed quote locks the figure before we begin.

The full list of drivers:

  • the suite design you choose
  • whether the replacement pan's outlet lands on the old drain mark or the drain needs reworking
  • whether the loo stays where it is or shifts
  • how easily we reach the supply and waste lines
  • the Form 4 fee we pay the QBCC on notifiable jobs, sometimes on-charged to the owner

Old Cisterns, Taller Pans and Rental Rules

Houses built before 1980 here often still flush on a single lever, so an upgrade trims the water bill as well as the look of the bathroom. Comfort-height pans stand taller off the floor and suit older knees. The census median age here sits at 43, and retirement settings such as Peninsula Palms Retirement Village add an older share.

Renters make up a large slice of the suburb too: at the last census, 28.0 per cent of dwellings were owned outright and 24.6 per cent carried a mortgage. On tenanted places the flush-volume test decides who pays the water bill, and a compliant replacement is usually the cleanest fix.

A loo that runs or weeps is a repair question first, and our toilet repairs page sorts repair from replace. New tapware alongside the new loo is covered on our tap replacement page.

Toilet Installation Questions

Call (07) 3523 7121

How much does it cost to put in a new toilet in Rothwell?

The suite design and the outlet match set the bill: if the replacement pan misses the old drain mark, the pipework gets altered and the price climbs. Flat-rate pricing in your written quote locks the figure before we begin.

Can I install a toilet myself in Rothwell?

No, a toilet install is licensed work here and only a QBCC licensee may do it. An owner may legally touch just three cistern parts: the float valve's washer, the drop valve's washer or the rubber suction cup, all to standard.

Does replacing a toilet need council approval in Rothwell?

No, a straight swap counts as minor work and a fresh or relocated loo as notifiable work, neither needing council approval. Drain alterations are notifiable too. The exception is a combined drain or a dual reticulated supply, where adding a fixture becomes permit work.

What WELS rating should a new toilet have?

For a brand-new house, townhouse or sole-occupancy unit, Business Queensland requires a 4-star rated dual flush toilet at minimum, and exempts renovations from that rule. Every toilet also needs certification under WaterMark and registration under WELS to be installed at all.

Does a landlord have to replace an old toilet in a rental?

No, the 6.5-litre full, 3.5-litre half and 4-litre average limits form a water-charging test, not a replacement order. Where a rental fails the test, the owner pays a reasonable share of the water bill, and the tenant is charged excess only where the home is individually metered and the lease allows it.
